The bill amends the Public Health Code of Michigan by updating definitions and provisions related to advanced practice registered nurses (APRNs) and their scope of practice. It introduces new language that clarifies the definitions of "practice of nursing" and "advanced practice registered nurse," while also establishing the criteria for granting specialty certifications in various nursing fields, including nurse practitioners and nurse anesthetists. Notably, the bill adds a new section (17210a) that outlines the requirements for nurse practitioners to obtain specialty certification, including completion of an accredited nursing education program and holding certification from a nationally recognized body.

Additionally, the bill modifies the prescribing authority of APRNs, allowing those with specialty certification as nurse practitioners to prescribe controlled substances without physician delegation under certain conditions. It also specifies that both the APRN's and the physician's names and DEA registration numbers must be recorded for prescriptions of controlled substances. Furthermore, the bill allows APRNs to order, receive, and dispense complimentary starter doses of drugs, including controlled substances, under specific circumstances, enhancing their role in patient care while ensuring compliance with regulatory standards.
