The proposed bill amends the Revised School Code of 1976 by adding Section 1308g, which mandates that each intermediate school district in Michigan must employ at least one emergency and safety manager and one mental health coordinator. The emergency and safety manager is responsible for liaising with various state and local agencies, implementing school safety programs, conducting risk assessments, coordinating with law enforcement, and compiling data on school safety measures. The mental health coordinator's duties include coordinating state funding for mental health services, integrating community-based mental health services, facilitating behavioral health assessment teams, and developing a comprehensive mental health system within the schools.

Additionally, the mental health coordinator is tasked with recruiting behavioral health providers, providing training and professional learning opportunities, overseeing Medicaid billing related to mental health services, and collaborating with mental health professionals to support students at risk for behavioral health issues. The enactment of this bill is contingent upon the passage of two other specified bills in the 103rd Legislature.
