The bill amends the Revised School Code to establish new requirements for emergency operations plans in Michigan schools. By July 1, 2026, and every three school years thereafter, school districts, intermediate school districts, public school academies, and nonpublic schools (if they choose not to exempt themselves) must conduct a review of their emergency operations plans in collaboration with local law enforcement. The bill also mandates that these schools develop and adopt an emergency operations plan that includes guidelines for various emergencies, such as school violence, bomb threats, and weather-related incidents. Additionally, the plan must be updated every three years with public input.
Furthermore, the bill introduces the requirement for each school to have a crisis team responsible for managing safety incidents, including lockdown procedures and pupil reunification. The crisis team must consist of key personnel, such as the principal, assistant principal, and school resource officer, if available. The bill also ensures that all information related to the emergency operations plans remains confidential and exempt from public disclosure under the Freedom of Information Act.
