The bill amends the Natural Resources and Environmental Protection Act by adding a new section, 43540g, which outlines the responsibilities of the Secretary of State and the Department of Natural Resources regarding voter registration applications. Under this new provision, the Secretary of State is required to provide voter registration applications to the Department and designated individuals who issue resident hunting, fur harvester's, or fishing licenses. These designated individuals must display and make these applications available to the public and may inquire if applicants for licenses wish to receive a voter registration application. However, they are prohibited from assisting individuals in completing these applications.
Additionally, the Department is mandated to provide a link to the voter registration application website on its own site for applicants. Importantly, the bill clarifies that the Department and its designated individuals are not considered designated voter registration agencies and are not permitted to engage in voter registration activities, such as accepting or collecting voter registration applications. This delineation aims to ensure that while voter registration applications are accessible, the process remains distinct from the licensing activities of the Department.
