The bill amends the existing vehicle registration and regulation law in Michigan to establish a fund-raising license plate aimed at addressing the overpopulation of companion animals and supporting the humane care of homeless and abused animals in shelters and rescues. The Secretary of State is tasked with developing and issuing this special plate in collaboration with the Michigan Pet Alliance. The bill also creates the "Protecting Michigan's Pets Fund" within the state treasury, which will receive donations from the sale of these plates, as well as other assets, and will be managed by the state treasurer.

Funds collected will be credited to the newly established fund and will not lapse to the general fund at the end of the fiscal year. The state treasurer is responsible for directing the investment of the fund and will disburse the collected money to the Michigan Pet Alliance on a quarterly basis. This initiative aims to enhance support for animal welfare in the state through financial contributions generated by the sale of the fund-raising plates. The act is set to take immediate effect upon approval.
