HOUSE RESOLUTION NO.325
Rep. Breen offered the following resolution:
1 A resolution to declare December 19, 2024, as PANS and PANDAS
2 Awareness Day in the state of Michigan.
3 Whereas, Pediatric acute-onset neuropsychiatric syndrome
4 (PANS) and pediatric autoimmune neuropsychiatric disorder
5 associated with streptococcal (PANDAS) create the sudden onset of
6 obsessive-compulsive disorder in children, causing previously
7 healthy and emotionally adjusted children to experience severe
8 anxiety and emotional disturbances; and
9 Whereas, Children with PANS and PANDAS tend to manifest some
10 of the following symptoms: tics or other abnormal movements, severe
11 separation anxiety, generalized anxiety, irritability, aggression,
12 personality changes, ADHD, marked deterioration in learning and

1 school performance, and developmental regression, including
2 deterioration in handwriting; and
3 Whereas, PANS is broader than PANDAS as it includes not only
4 disorders associated with a preceding infection, such as mycoplasma
5 pneumoniae, mono, Lyme, viruses, and more, but also acute onset
6 non-infectious triggers, such as environmental factors and
7 metabolic dysfunction. Treatment plans for PANS similar to those
8 for PANDAS should be attempted; and
9 Whereas, Children with PANS and PANDAS may experience moderate
10 to dramatic improvement with antibiotics, intravenous
11 immunoglobulin treatment, or plasmapheresis; and
12 Whereas, Researchers at the National Institute of Mental
13 Health are currently engaged in extensive research and testing on
14 how to effectively treat PANS and PANDAS; and
15 Whereas, PANS and PANDAS has been estimated to affect
16 approximately one out of every 200 children in the United States
17 and is likely to be as common as pediatric cancer and pediatric
18 diabetes; and
19 Whereas, It is imperative to educate the public to increase
20 awareness of PANS and PANDAS and to work towards further research
21 of this serious health issue; now, therefore, be it
22 Resolved by the House of Representatives, That the
23 members of this legislative body declare December 19, 2024, as PANS
24 and PANDAS Awareness Day in the state of Michigan.
