HOUSE RESOLUTION NO.323
The Speaker, on behalf of the entire membership of the House of
Representatives, offered the following resolution:
1 A resolution of tribute for the Honorable Christine Morse.
2 Whereas, It is with great appreciation for her hard work and
3 dedication to the Michigan House of Representatives and the
4 citizens of the Fortieth District, and the former Sixty-first
5 District, that we commend Representative Christine Morse upon
6 completion of her service as a member of this chamber. Throughout
7 the last four years, her passion and commitment to improving the
8 lives of Michiganders have benefited not only her constituents in
9 portions of Portage and Kalamazoo, as well as the townships of
10 Oshtemo and Texas, but the whole of our state’s citizenry; and
11 Whereas, Representative Morse joined the Legislature in 2021,
12 bringing a wealth of knowledge from her experience as a legal

1 advocate and her tenure as a Kalamazoo County Commissioner. A
2 graduate of Wayne State University Law School, she served her
3 constituents dutifully – sitting on various House committees
4 including the Energy, Health Policy, and Appropriations committees,
5 as well as the Appropriations subcommittees on Corrections;
6 Licensing and Regulatory Affairs, Insurance and Financial Services;
7 and Military and Veterans Affairs and State Police. Representative
8 Morse additionally served as the chair of the Appropriations
9 Subcommittee on Health and Human Services, where she worked
10 tirelessly for all Michiganders’ continued access to necessary and
11 critical services; and
12 Whereas, Representative Morse focused on policies to improve
13 the lives and health of Michiganders during her time in the House.
14 In collaboration with colleagues across the state, she conducted
15 multiple town halls on community violence intervention to garner
16 insight from the communities most impacted on how to reduce gun
17 violence. As part of the “Reproductive Health Act” package,
18 Representative Morse assisted in strengthening access and removing
19 barriers to reproductive healthcare. In managing the largest
20 Appropriations subcommittee, she guaranteed that resources were
21 concentrated in behavioral health, maternal and infant health, gun
22 violence prevention, and access for Medicaid services. As part of a
23 telehealth bill package, Representative Morse ensured that Medicaid
24 beneficiaries have continued access to telehealth services.
25 Representative Morse supported children in the child welfare system
26 by offering legislation to establish court-appointed special
27 advocates statutorily, as well as ensuring that funding was
28 available for court-appointed special advocate programs in the
29 Michigan Department of Health and Human Services’ budget. She also

1 offered resolutions to raise awareness in the areas of breast
2 cancer and cholangiocarcinoma. Even as she worked on policies that
3 affected people across the state, Representative Morse never forgot
4 the people of her district. She worked to secure state funding for
5 residents of her district who were affected by natural disasters,
6 including over two million dollars for a flooding infrastructure
7 project; now, therefore, be it
8 Resolved by the House of Representatives, That we offer this
9 expression of tribute to commend and thank the Honorable Christine
10 Morse for her many contributions to this legislative body and to
11 the state of Michigan. Recently elected to Kalamazoo County’s 9th
12 Circuit Court, we wish her the best as she begins the next step of
13 her career; and be it further
14 Resolved, That copies of this resolution be transmitted to
15 Representative Christine Morse as evidence of our deepest gratitude
16 and best wishes as she leaves this legislative body.
