A bill to declare the powers and duties of the office of
global Michigan; and to prescribe the powers and duties of certain
state governmental officers and entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1. This act may be cited as the "office of global
2 Michigan act".
3 Sec. 3. As used in this act:
4 (a) "Department" means the department of labor and economic
5 opportunity.

1 (b) "Immigrant" means any individual from a foreign country
2 who came to the United States and this state and who has lawful
3 presence to reside in the United States and this state.
4 (c) "Office" means the office of global Michigan created under
5 section 5.
6 (d) "Prosperity commissions" means the following state
7 commissions and councils:
8 (i) The Commission on Middle-Eastern American Affairs created
9 under Executive Order No. 2015-6.
10 (ii) The Hispanic/Latino Commission of Michigan created under
11 1975 PA 164, MCL 18.301 to 18.308.
12 (iii) The LGBTQ+ Commission created under Executive Order No.
13 2023-5.
14 (iv) The Michigan Asian Pacific American Affairs Commission
15 created under Executive Order No. 2009-21.
16 (v) The Michigan Immigrant and Refugee Council.
17 (e) "Refugee" means any individual who is eligible for
18 programs administered by the Office of Refugee Resettlement within
19 the United States Department of Health and Human Services.
20 Sec. 5. (1) The office of global Michigan is established
21 within the department.
22 (2) The office is responsible for the following functions:
23 (a) Serving as the coordinating office for all departments and
24 agencies that are responsible for programs related to, or that
25 provide services for, immigrants and programs that are related to
26 equity-and-inclusion work.
27 (b) Having a state refugee coordinator and deputy state
28 refugee coordinator and associated staff that are responsible for
29 the development, administration, and execution of this state's

1 federally required refugee program plan.
2 (c) Analyzing and making recommendations to the governor, the
3 legislature, and state departments and agencies concerning
4 proposals and policies related to immigrants.
5 (d) Ensuring the development of international talent and
6 international student retention and supporting employer and labor
7 partnerships for foreign-born nationals and immigrants in this
8 state.
9 (e) Providing substantive recommendations concerning federal
10 immigration law and policies to advance this state's economic and
11 population growth.
12 (f) Providing administrative support to the prosperity
13 commissions, including, but not limited to, the provision of a
14 dedicated staff member for each commission or council within the
15 prosperity commissions; support for developing strategic
16 initiatives; and support for community events, as determined by the
17 prosperity commissions.
18 (g) Ensuring equitable access to state services and
19 departments for ethnic, immigrant, and under-represented
20 communities in this state.
21 (h) Providing administrative coordination and support for
22 equity and inclusion work in this state.
23 (i) Ensuring equity and inclusion for this state's ethnic and
24 under-represented communities through engagement of the governor's
25 office and lawmakers.
26 (j) Executing the statewide meaningful language access
27 coordination act, 2023 PA 242, MCL 37.11 to 37.14.
28 Sec. 7. All departments, committees, commissioners, and
29 officers of this state shall give the office or any member or

1 representative of the office any necessary assistance required by
2 the office in carrying out its functions as described in this act.
