HOUSE RESOLUTION NO.318
The Speaker, on behalf of the entire membership, offered the
following resolution:
1 A resolution of tribute for the Honorable Rachel Hood.
2 Whereas, The members of this legislative body are privileged
3 to congratulate Representative Rachel Hood for her accomplishments
4 in the House of Representatives. For six years, she has served the
5 people of the Grand Rapids area with spirit and verve,
6 demonstrating a fierce commitment to the betterment of our great
7 state; and
8 Whereas, Representative Hood’s background in environmental and
9 urban policy positioned her well to succeed in the Legislature.
10 After earning a bachelor’s degree in social relations from James
11 Madison College at Michigan State University, she became the
12 executive director of the West Grand Neighborhood Organization,

1 where she focused on crime prevention and community development.
2 She later took on multiple consulting roles, served as the
3 community relations manager at Metro Health Hospital, and worked as
4 a strategist at Dig Deep Research, which helps municipalities
5 secure funding for water and energy infrastructure projects.
6 Representative Hood also served as the executive director of the
7 West Michigan Environmental Action Council for a decade, working to
8 improve stormwater management and promote clean energy solutions;
9 and
10 Whereas, Elected to represent the Seventy-sixth District in
11 2018, and now serving the Eighty-first District, Representative
12 Hood has continued her work as an advocate for the environment. She
13 introduced legislation to facilitate community solar programs,
14 strengthen penalties for those who might endanger the Straits of
15 Mackinac by damaging underwater energy infrastructure, and protect
16 our state’s iconic sand dunes from potentially risky developments.
17 Alongside her work on these and other policies, Representative
18 Hood’s committee work has focused on the appropriations process. A
19 member of the Committee on Appropriations, her experience was
20 recognized when she was made chair of the Environment, Great Lakes,
21 and Energy Subcommittee, vice chair of the General Government
22 Subcommittee, and minority vice chair of the Agriculture and Rural
23 Development and Natural Resources Subcommittee. She has also served
24 as a member of the Appropriations subcommittees on Health and Human
25 Services, Joint Capital Outlay, Military and Veterans Affairs and
26 State Police, Natural Resources and Environmental Quality, School
27 Aid and Department of Education, and Transportation; now,
28 therefore, be it
29 Resolved by the House of Representatives, That we offer this

1 expression of tribute to commend and thank the Honorable Rachel
2 Hood for her notable contributions to this legislative body and to
3 our state; and be it further
4 Resolved, That copies of this resolution be transmitted to
5 Representative Hood as an expression of our gratitude and best
6 wishes.
