A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1278 (MCL 380.1278), as amended by 2016 PA 170,
and by adding sections 1164, 1164a, 1164c, 1164d, 1164e, and 1164f.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1164. (1) Beginning with the 2027-2028 school year, the
2 board of each school district and intermediate school district and
3 board of directors of each public school academy shall ensure that

1 1 unit of instruction of age- and grade-appropriate instruction
2 concerning African-American history is incorporated into the
3 history curriculum provided to pupils enrolled in the school
4 district, intermediate school district, or public school academy.
5 The instruction concerning African-American history described in
6 this subsection must cover, but is not limited to, historical
7 African-American events, including, but not limited to, all of the
8 following:
9 (a) The contributions made by individual African-Americans in
10 government, the arts, humanities, and sciences and the
11 contributions of African-American communities to the economic,
12 cultural, social, and political development of the United States.
13 (b) The history of African-Americans in this state and the
14 Midwest, which must include, but is not limited to, coverage of
15 past policies that were discriminatory toward African-Americans.
16 (c) The contributions of African-Americans toward advancing
17 civil rights from the nineteenth century onward.
18 (2) The superintendent of public instruction shall adopt or
19 develop and make available to school districts, intermediate school
20 districts, and public school academies instructional materials that
21 may be used as guidelines for the development of the 1 unit of
22 instruction described in subsection (1). Both of the following
23 apply to the instructional materials described in this subsection:
24 (a) The instructional materials must be in accordance with the
25 state social studies standards adopted by the state board of
26 education.
27 (b) The instructional materials must be created with input
28 from African-American cultural centers, community members, experts,
29 and scholars.

1 (3) The superintendent of each school district or intermediate
2 school district or the chief administrator of each public school
3 academy shall monitor the school district's, intermediate school
4 district's, or public school academy's compliance with this
5 section.
6 (4) Subject to other state laws concerning virtual courses or
7 online instruction, a school district, intermediate school
8 district, or public school academy may meet the requirements under
9 this section through the provision of a virtual course or online
10 instruction.
11 (5) The board of a school district or intermediate school
12 district or the board of directors of a public school academy shall
13 allow flexibility to school instructors to incorporate each unit of
14 instruction into preexisting units and lesson plans, including
15 those aligned with units of instruction for curricula in addition
16 to and other than social studies.
17 (6) As used in this section, "1 unit of instruction" means the
18 minimum amount of instructional time determined by the board of the
19 school district or intermediate school district or board of
20 directors of the public school academy, as applicable, implementing
21 the instruction.
22 Sec. 1164a. (1) Beginning with the 2027-2028 school year, the
23 board of each school district and intermediate school district and
24 board of directors of each public school academy shall ensure that
25 1 unit of instruction of age- and grade-appropriate instruction
26 concerning Indigenous People history is incorporated into the
27 history curriculum provided to pupils enrolled in the school
28 district, intermediate school district, or public school academy.
29 The instruction concerning Indigenous People history described in

1 this subsection must cover, but is not limited to, historical
2 Indigenous People events, including, but not limited to, all of the
3 following:
4 (a) The contributions made by individual Indigenous People in
5 government, the arts, humanities, and sciences and the
6 contributions of Indigenous People communities to the economic,
7 cultural, social, and political development of the United States.
8 (b) The history of Indigenous People in this state and the
9 Midwest, which must include, but is not limited to, coverage of
10 past policies that were discriminatory toward Indigenous People.
11 (c) The contributions of Indigenous People toward advancing
12 civil rights from the nineteenth century onward.
13 (2) The superintendent of public instruction shall adopt or
14 develop and make available to school districts, intermediate school
15 districts, and public school academies instructional materials that
16 may be used as guidelines for the development of the 1 unit of
17 instruction described in subsection (1). Both of the following

22 incorporated into the history curriculum provided to pupils
23 enrolled in the school district, intermediate school district, or
24 public school academy. The instruction concerning Asian American
25 and Pacific Islander history described in this subsection must
26 cover, but is not limited to, historical Asian American and Pacific
27 Islander events, including, but not limited to, all of the
28 following:
29 (a) The contributions made by individual Asian Americans and

19 concerning Latin American, Hispanic American, and Caribbean
20 American history is incorporated into the history curriculum
21 provided to pupils enrolled in the school district, intermediate
22 school district, or public school academy. The instruction
23 concerning Latin American, Hispanic American, and Caribbean
24 American history described in this subsection must cover, but is
25 not limited to, historical Latin American, Hispanic American, and
26 Caribbean American events, including, but not limited to, all of
27 the following:
28 (a) The contributions made by individual Latin Americans,
29 Hispanic Americans, and Caribbean Americans in government, the

1 arts, humanities, and sciences and the contributions of Latin
2 American, Hispanic American, and Caribbean American communities to
3 the economic, cultural, social, and political development of the
4 United States.
5 (b) The history of Latin Americans, Hispanic Americans, and
6 Caribbean Americans in this state and the Midwest.
7 (c) The contributions of Latin Americans, Hispanic Americans,
8 and Caribbean Americans toward advancing civil rights from the
9 nineteenth century onward.
10 (2) The superintendent of public instruction shall adopt or
11 develop and make available to school districts, intermediate school
12 districts, and public school academies instructional materials that
13 may be used as guidelines for the development of the 1 unit of
14 instruction described in subsection (1). Both of the following
15 apply to the instructional materials described in this subsection:

21 district, or public school academy. The instruction concerning Arab
22 American, North African, and Chaldean American history described in
23 this subsection must cover, but is not limited to, historical Arab
24 American, North African, and Chaldean American events, including,
25 but not limited to, all of the following:
26 (a) The contributions made by individual Arab Americans, North
27 Africans, and Chaldean Americans in government, the arts,
28 humanities, and sciences and the contributions of Arab American,
29 North African, and Chaldean American communities to the economic,

1 cultural, social, and political development of the United States.
2 (b) The history of Arab Americans, North Africans, and
3 Chaldean Americans in this state and the Midwest.
4 (c) The contributions of Arab Americans, North Africans, and

7 (2) The superintendent of public instruction shall adopt or
8 develop and make available to school districts, intermediate school
9 districts, and public school academies instructional materials that
