A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1164f.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1164f. (1) The cultural history advisory board is created
2 in the department.
3 (2) The superintendent of public instruction shall appoint the
4 members of the cultural history advisory board. The advisory board
5 must consist of the following members:
6 (a) Two members of the Asian-American and Pacific Islander
7 communities.

1 (b) Two members from the Latino and Hispanic communities.
2 (c) Two members from the African-American community.
3 (d) Two members from the Arab-American, North African, and
4 Chaldean communities.
5 (e) Two members of the Indigenous community.
6 (f) Two members from the Caribbean-American community.
7 (g) Two members from the Jewish-American community.
8 (h) Two members who are K to 12 educators from the K to 3, 3
9 to 6, 5 to 9, and 9 to 12 grade bands and hold a valid Michigan
10 teaching certificate.
11 (i) One member from an organization that represents either
12 school superintendents or local school boards.
13 (j) Two members from the department.
14 (k) Two members who are members of a labor organization that
15 represents teachers.
16 (l) Two members representing higher education. One member must
17 represent a large state institution of higher education and one
18 member must represent a small state institution of higher
19 education. As used in this subdivision:
20 (i) "Large state institution of higher education" means a state
21 institution of higher education that has more than 15,000 enrolled
22 students.
23 (ii) "Small state institution of higher education" means a
24 state institution of higher education that has less than 5,000
25 enrolled students.
26 (3) The superintendent of public instruction shall appoint the
27 members of the advisory board within 1 year after the effective
28 date of the amendatory act that added this section. The
29 superintendent of public instruction shall appoint members of the

1 advisory board to 2-year terms.
2 (4) If a vacancy occurs on the advisory board, the
3 superintendent of public instruction shall appoint an individual to
4 fill the vacancy for the balance of the term.
5 (5) The superintendent of public instruction may remove a
6 member of the advisory board for incompetence, dereliction of duty,
7 malfeasance, misfeasance, or nonfeasance in office, or any other
8 good cause.
9 (6) The superintendent of public instruction shall call the
10 first meeting of the advisory board. At the first meeting, the
11 advisory board shall elect a member as a chairperson and may elect
12 other officers that it considers necessary or appropriate. The
13 advisory board shall meet at least quarterly, or more frequently at
14 the call of the chairperson or at the request of half or more
15 members.
16 (7) A member of the advisory board is entitled to a per diem,
17 as determined by the department, for service on the advisory board
18 and the advisory board may reimburse a member for actual and
19 necessary expenses incurred in serving.
20 (8) The advisory board shall do all of the following:
21 (a) By not later than 2 years after all of the members of the
22 advisory board are appointed under subsection (3), provide
23 recommendations to the department about the K to 12 curriculum
24 toolkit and professional development on cultural competency to
25 support teaching history as it relates to Asian Americans, Pacific
26 Islanders, Latin Americans, Hispanic Americans, Caribbean
27 Americans, Indigenous People, Arab Americans, North Africans,
28 Chaldean Americans, African Americans, and Jewish Americans.
29 (b) Hold public meetings as necessary, to gather input from

1 the public, cultural organizations, universities, experts, and
2 community leaders on the creation of the toolkit described in this
3 subsection.
4 (9) The advisory board shall collaborate with local
5 institutions, community organizations, tribes, cultural historians,
6 scholars, librarians, museums, and universities on the toolkit
7 described in subsection (8) and form subcommittees to guide the
8 development of curriculum for each cultural group described in this
9 section.
10 (10) As used in this section, "advisory board" means the
11 cultural history advisory board created under subsection (1).
