A bill to amend 1979 PA 94, entitled
"The state school aid act of 1979,"
by amending section 11 (MCL 388.1611), as amended by 2024 PA 120,
and by adding section 97h.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 11. (1) For the fiscal year ending September 30, 2024,
2 there is appropriated for the public schools of this state and
3 certain other state purposes relating to education the sum of
4 $18,418,357,800.00 from the state school aid fund, the sum of

1 $87,900,000.00 from the general fund, an amount not to exceed
2 $72,000,000.00 from the community district education trust fund
3 created under section 12 of the Michigan trust fund act, 2000 PA
4 489, MCL 12.262, an amount not to exceed $245,000,000.00 from the
5 school consolidation and infrastructure fund created under section
6 11x, an amount not to exceed $125,000,000.00 from the school
7 transportation fund created under section 22k, an amount not to
8 exceed $71,000,000.00 from the enrollment stabilization fund
9 created under section 29, an amount not to exceed $90,000,000.00
10 from the school meals reserve fund created under section 30e, an
11 amount not to exceed $18,000,000.00 from the great start readiness
12 program reserve fund created under section 32e, and an amount not
13 to exceed $240,650,000.00 from the MPSERS retirement obligation
14 reform reserve fund created under section 147b. For the fiscal year
15 ending September 30, 2025, there is appropriated for the public
16 schools of this state and certain other state purposes relating to
17 education the sum of $17,643,551,300.00 from the state school aid
18 fund, the sum of $78,830,600.00 $85,530,600.00 from the general
19 fund, an amount not to exceed $41,000,000.00 from the community
20 district education trust fund created under section 12 of the
21 Michigan trust fund act, 2000 PA 489, MCL 12.262, an amount not to
22 exceed $125,000,000.00 from the school transportation fund created
23 under section 22k, an amount not to exceed $71,000,000.00 from the
24 enrollment stabilization fund created under section 29, an amount
25 not to exceed $30,000,000.00 from the school meals reserve fund
26 created under section 30e, an amount not to exceed $18,000,000.00
27 from the great start readiness program reserve fund created under
28 section 32e, an amount not to exceed $334,100,000.00 from the
29 MPSERS retirement obligation reform reserve fund created under

1 section 147b, and an amount not to exceed $30,000,000.00 from the
2 educator fellowship public provider fund created in section 27d. In
3 addition, all available federal funds are only appropriated as
4 allocated in this article for the fiscal years ending September 30,
5 2024 and September 30, 2025.
6 (2) The appropriations under this section are allocated as
7 provided in this article. Money appropriated under this section
8 from the general fund must be expended to fund the purposes of this
9 article before the expenditure of money appropriated under this
10 section from the state school aid fund.
11 (3) Any general fund allocations under this article that are
12 not expended by the end of the fiscal year are transferred to the
13 school aid stabilization fund created under section 11a.
14 Sec. 97h. (1) From the general fund money appropriated in
15 section 11, $6,700,000.00 is allocated for 2024-2025 to public
16 schools and nonpublic schools for the implementation of a mobile
17 panic alert system in each school as required under section 1308c
18 of the revised school code, MCL 380.1308c.
19 (2) The funds allocated under this section for 2024-2025 are a
20 work project appropriation, and any unexpended funds for 2024-2025
21 are carried forward into 2025-2026. The purpose of the work project
22 is to implement mobile panic alert systems in public schools and
23 nonpublic schools. The estimated completion date of the work
24 project is September 30, 2027.
25 Enacting section 1. This amendatory act does not take effect
26 unless Senate Bill No. 1032 of the 102nd Legislature is enacted
27 into law.
