SUMMARY:
House Bill 5924 would amend the Michigan Memorial Highway Act to designate highway
I-94 in Wayne County between Oakwood Boulevard and Outer Drive W as the “Corporal
Mohamed Said Memorial Highway.”

BACKGROUND:
According to committee testimony and the Officer Down Memorial Page, Corporal Mohamed
Said was born on February 26, 1998. In 2014, he and his parents and brothers moved from
Yemen to Michigan. Mohamed attended Melvindale High School, where he was a member of
the men’s soccer team, and graduated in 2016. After graduation, he attended and graduated
from Henry Ford Community College.
Mohamed long expressed to many friends and family members his dream of being a police
officer. Meeting Melvindale Police Chief Robert Kennaley and his police dog while attending
a high school career day presentation only increased Mohamed’s desire to serve his community
as a police officer. He applied for admission to Wayne County Police Academy at Schoolcraft
College with guidance and help from Chief Kennaley. After graduation from the academy,
Mohamed joined the Melvindale Police Department in May 2023.
On Sunday, July 21, 2024, at 11:38 a.m., officers were dispatched to a call for service at a gas
station on Oakwood and Dix Road in Melvindale. Corporal Said arrived at the scene and
pursued one of the suspects. After a pursuit, Corporal Said tased the suspect. The suspect then
produced a gun, fatally wounding Corporal Said. Corporal Said served the Melvindale Police
Department for one year and two months. He was 26 years of age.
Designating a portion of highway I-94 between Oakwood Boulevard and Outer Drive W in
Wayne County would be an appropriate way to honor his sacrifice, dedication and service to
his community and to our state.
FISCAL IMPACT:
Section 2 of the Michigan Memorial Highway Act indicates that the state transportation
department shall provide for the erection of suitable markers indicating the name of the
highway only “when sufficient private contributions are received to completely cover the cost
of erecting and maintaining those markers.” As a result, the bill has no state or local fiscal
impact.
