SUMMARY:
House Bill 5912 would amend the Correctional Officers’ Training Act to eliminate a current
requirement that applicants for certification as a state correctional officer must have at least 15
semester (or 23 term) college credit hours and remove several outdated provisions. The changes
made by the bill to the minimum certification requirements would be subject to approval by
the State Civil Service Commission.
MCL 791.502 et seq. (amended) and MCL 791.510 and 791.511 (repealed)
FISCAL IMPACT:
House Bill 5912 would have an indeterminate fiscal impact on the state Department of
Corrections. Currently, the department has roughly 1,000 vacant correction officer positions
statewide. Removing the requirement for recruits to have at least 15 college credit hours would
expand the field so that more people could apply. Hiring to fill the vacant positions would
allow the department to save on staff overtime costs. Because there is no practical way to
determine the number of additional recruits that would be hired under provisions of the bill,
there is no way to determine the amount of savings to the department.
