SUMMARY:
House Bill 5910 would amend the Michigan Liquor Control Code to allow the holder of a
consumer sampling event license to provide an engraving of a bottle of spirits free of charge
to a consumer at a consumer sampling event if both the following apply:
• The consumer purchased the bottle of spirits from the specially designated distributor
where the consumer sampling event took place.
• The cost of the engraving does not exceed $100.
A consumer sampling event license allows a vendor of spirits or a manufacturer to hold a
consumer sampling event on the premises of the holder of a specially designated distributor
license in compliance with certain criteria specified in the code, including limits on the number
and size of spirits samples, the number of events that can be held per month, and the value of
merchandise that can be distributed to consumers during the event.

House Bill 5910 would not have a fiscal impact on any units of state or local government.
