A bill to make, supplement, and adjust appropriations for
various state departments and agencies for the fiscal year ending
September 30, 2024; to provide for certain conditions on
appropriations; and to provide for the expenditure of the
appropriations.

1 Sec. 201. Pursuant to section 30 of article IX of the state
2 constitution of 1963, total state spending from state sources under
3 part 1 for the fiscal year ending September 30, 2024 is
4 $110,000,000.00 and total state spending from state sources to be
5 paid to local units of government is $110,000,000.00.
6 Sec. 202. The appropriations made and expenditures authorized
7 under this part and part 1 and the departments, commissions,
8 boards, offices, and programs for which appropriations are made
9 under this part and part 1 are subject to the management and budget
10 act, 1984 PA 431, MCL 18.1101 to 18.1594.
11 Sec. 203. If the state administrative board, acting under
12 section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount
13 appropriated under this act, the legislature may, by a concurrent
14 resolution adopted by a majority of the members elected to and
15 serving in each house, intertransfer funds within this act for the
16 particular department, board, commission, office, or institution.

18 DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY
19 Sec. 301. (1) Funds appropriated in part 1 for drinking water
20 infrastructure grant program must be allocated to a county with a
21 population between 260,000 and 270,000 according to the most recent
22 federal decennial census for grants for drinking water
23 infrastructure projects necessitated by ground water contamination
24 caused by a former industrial site.
25 (2) Funds must be used to extend the water main to residential
26 properties impacted by contamination, establish residential
27 hookups, upgrade water treatment stations, replace lead pipes, or
28 to accomplish any other purpose necessary to complete a project
29 receiving a grant under this section.

1 (3) Funds allocated under this section do not constitute a
2 future guarantee of permitting approval for any project.
3 (4) The unexpended funds appropriated in part 1 for drinking
4 water infrastructure grant program are designated as a work project
5 appropriation. Any unencumbered or unallotted funds shall not lapse
6 at the end of the fiscal year and shall be available for
7 expenditure for projects under this section until the projects have
8 been completed. The following is in compliance with section 451a of
9 the management and budget act, 1984 PA 431, MCL 18.1451a:
10 (a) The purpose of the project is to support drinking water
11 infrastructure projects necessitated by ground water contamination
12 caused by a former industrial site.
13 (b) The project will be accomplished utilizing state
14 employees, contracts, or grants.
15 (c) The total estimated cost of the project is
16 $110,000,000.00.
17 (d) The tentative completion date is September 30, 2028.

20 Sec. 401. (1) Funds appropriated in part 1 for disaster relief
21 must be allocated to a county with a population between 260,000 and
22 270,000 according to the most recent federal decennial census for
23 grants to provide financial assistance to local units of government
24 to cover costs of natural disasters resulting in negative economic
25 impacts, widespread or severe damage, injury, or loss of life.
26 (2) A county that is allocated funds under subsection (1) must
27 award the grants described in subsection (1) within 2 years after
28 the receipt of the funds. The county shall return any funds that
29 have not been awarded at the end of that 2-year period to the

1 department of treasury for deposit in the general fund.
