SUBSTITUTE FOR
HOUSE RESOLUTION NO. 281
1 A resolution to declare June 13, 2024, as CVI Day in the state
2 of Michigan.
3 Whereas, Community violence, which includes homicide and non-
4 fatal shootings, causes substantial harm and trauma to communities
5 across Michigan, especially in racially segregated and historically
6 disinvested neighborhoods. Community violence continues to be a
7 significant and growing public health problem; and
8 Whereas, People who live in communities experiencing violence
9 are at a higher risk for developing chronic diseases and may have
10 limited opportunities to engage in healthy behaviors, such as using
11 recreational spaces and accessing healthy food outlets; and
12 Whereas, The need for effective violence intervention

1 strategies is evident across various Michigan municipalities,
2 including Muskegon Heights, Detroit, Benton Harbor, Jackson, Harper
3 Woods, Flint, Grand Rapids, Kalamazoo, and Albion, where crime
4 rates exceed state and national averages, posing significant
5 challenges to public safety and community well-being; and
6 Whereas, The state of Michigan has made significant investment
7 in Community Violence Intervention programs, including recently
8 announcing a new director of the newly created Office of Community
9 Violence Intervention Services in the Executive Office, to partner
10 with community-based organizations and local communities working to
11 reduce violent incidents by providing grants and other resources to
12 community violence prevention agencies; and
13 Whereas, As dedicated advocates for community violence
14 intervention programs have shown, we have witnessed significant
15 success in reducing violence within the city of Detroit, achieving
16 a remarkable 72% decrease in the Cody Rouge neighborhood since
17 January 2024 and a 57-year low in homicide city wide; and
18 Whereas, We firmly believe that extending this recognition
19 statewide will amplify our collective efforts to foster safer
20 communities and combat the root causes of violence; and
21 Whereas, By declaring June 13th as CVI Day, Michigan has an
22 opportunity to honor the invaluable contributions of organizations
23 and individuals dedicated to community violence intervention and to
24 mobilize support for comprehensive, statewide initiatives focused
25 on violence reduction and community resilience; now, therefore, be
26 it
27 Resolved by the House of Representatives, That the members of
28 this legislative body declare June 13, 2024, as CVI Day in the
29 state of Michigan. We recognize and honor the remarkable people and

1 organizations for their tireless dedication and innovative efforts
2 to raise awareness and promote proactive measures to address
3 community violence, acknowledging the critical importance of
4 community-driven intervention efforts; and be it further
5 Resolved, That we encourage all Michiganders to use this day
6 as an opportunity to support Community Violence Intervention
7 initiatives for its unwavering commitment to providing vital
8 learning opportunities for the youth of Michigan.
