SENATE RESOLUTION NO.130
Senator Johnson offered the following resolution:
1 A resolution to urge the United States Congress to enact
2 legislation creating an efficient system to ensure that citizens
3 are not registered to vote in multiple states.
4 Whereas, Accurate voter rolls are critical to the integrity of
5 the elections process. Maintaining accurate records reduces the
6 risk of fraudulent voting, and it can make the task of election
7 administrators easier. The elimination of duplicate registrations
8 reduces the volume of records that election officials are
9 responsible for reviewing, thereby facilitating future efforts at
10 voter roll maintenance; and
11 Whereas, Reports show that there may be millions of people who
12 are registered to vote in multiple states. For instance, a 2012 Pew
13 study found that around 2.75 million people appeared to be

1 registered to vote in more than one state. More recently, the
2 Interstate Voter Registration Crosscheck Program indicated that
3 there were upwards of 7 million potential duplicate registrations
4 in an analysis of voter registration records across 28 states in
5 2017. And, in 2022, the Electronic Registration Information Center
6 identified over 2.4 million voter registrations in 31 states and
7 the District of Columbia that seemed to be out of date because a
8 voter had moved across state lines. While state election officials
9 regularly work to clean voter rolls of those who have moved away,
10 and some states compare their voter registration lists to identify
11 duplicate registrations, the problem persists; and
12 Whereas, To efficiently mitigate the problem of duplicate
13 voter registrations, a federal approach is necessary. In 2012,
14 then-U.S. Representative Candice Miller of Michigan introduced the
15 Voter Registration Integrity Act to deal with this issue. Under the
16 legislation, state motor vehicle agencies would have been required
17 to ask driver’s license applicants if they reside or resided in
18 another state, and, if so, ask whether the applicant intends to
19 register to vote in the new state. If the individual intends to
20 register to vote in the state where they are applying for a
21 driver’s license, the state motor vehicle authority would notify
22 the individual’s previous state of residence of the individual’s
23 decision. This bill presents a framework for a smart, national
24 approach to fixing this problem; and
25 Whereas, This legislation has now been reintroduced in the
26 current session of Congress by U.S. Representative Lisa McClain of
27 Michigan as the Voter Registration Efficiency Act, H.R. 2566. This
28 legislation lays out a process for election officials to be
29 notified when an individual no longer intends for a state to serve

1 as the individual’s residence for voter registration purposes; now,
2 therefore, be it
3 Resolved by the Senate, That we urge the United States
4 Congress to enact the Voter Registration Efficiency Act, H.R. 2566,
5 or similar legislation to create an efficient system to ensure that
6 citizens are not registered to vote in multiple states; and be it
7 further
8 Resolved, That copies of this resolution be transmitted to the
9 President of the United States Senate, the Speaker of the United
10 States House of Representatives, and the members of the Michigan
11 congressional delegation.
