SUMMARY:
House Bill 5741 would amend the Revised School Code to require that the recommended
model core academic curriculum content standards and guidelines for health education, under
section 1278a of the code, 1 include instruction concerning the use of first aid response kits
developed by Stop the Bleed, 2 developed by the American College of Surgeons Committee on
Trauma, 3 or determined appropriate by the Michigan Department of Education (MDE). The
instruction would have to be provided through hands-on training for students who are able to
physically participate. The first aid response kits would have to contain at least all of the
following:
• A tourniquet.
• Bleeding control dressings.
• Compression bandages.
• Protective gloves.
• A marker.
• Instructions on the use of the kit.
The bill would also add that the instruction now required in cardiopulmonary resuscitation
(CPR) for pupils enrolled in grades 7 to 12 must incorporate, for students who are able to
physically participate, the psychomotor skills necessary to perform CPR through the provision
of hands-on training.

FISCAL IMPACT:
House Bill 5741 would have no fiscal impact on the state and could create costs for certain
local school districts, intermediate school districts (ISDs), and public school academies
(PSAs).

Section 1278a lists the requirements for award of a high school diploma, which include the successful completion of
specific credit requirements of the Michigan merit standard before graduating from high school. In order to fulfill the
health requirement, a student must either: (1) complete at least one credit in subject matter that includes both health
and physical education aligned with guidelines developed by MDE and approved by the State Board of Education, or
(2) complete at least half a credit in that subject matter and be awarded half a credit for approved participation in
extracurricular athletics or other extracurricular activities involving physical activity.

If implemented, districts, ISDs, and PSAs that do not currently provide hands-on CPR training
would be required to do so. This could result in increased costs depending on the extent to
which their curriculum would need to be revised. These costs would likely be absorbed using
existing staff time.
