SUMMARY:
House Bill 5741 would amend the Revised School Code to strongly encourage that the
recommended model core academic curriculum content standards and guidelines for health
education, under section 1278a of the code, 1 include instruction for students in grades 7 to 12
concerning the use of first aid response kits developed by Stop the Bleed, 2 developed by the
American College of Surgeons Committee on Trauma, 3 or determined appropriate by the
Michigan Department of Education (MDE). The bill would strongly encourage that the
instruction be provided through hands-on training for students who are able to physically
participate. The first aid response kits would have to contain at least all of the following:
• A tourniquet.
• Bleeding control dressings.
• Compression bandages.
• Latex-free protective gloves.
• Trauma shears.
• A marker.
• Instructions on the use of the kit.
The bill would also strongly encourage that the instruction now required in cardiopulmonary
resuscitation (CPR) for pupils enrolled in grades 7 to 12 incorporate, for students who are able
to physically participate, the psychomotor skills necessary to perform CPR through the
provision of hands-on training.
Finally, the act now encourages the use of locally available resources to provide the health
education instruction required in these provisions, including using (among others) firefighters,
paramedics, representatives of the American Heart Association, or properly trained teachers or
other school employees. The bill would require those other school employees to be trained as
Stop the Bleed instructors. The bill also would add licensed registered professional nurses
(including school nurses) to this list of locally available resources.

Section 1278a lists the requirements for award of a high school diploma, which include the successful completion of
specific credit requirements of the Michigan merit standard before graduating from high school. In order to fulfill the
health requirement, a student must either complete at least one credit in subject matter that includes both health and
physical education aligned with guidelines developed by MDE and approved by the State Board of Education, or
complete at least half a credit in that subject matter and be awarded half a credit for approved participation in
extracurricular athletics or other extracurricular activities involving physical activity.

school districts (ISDs), or public school academies (PSAs).
