HOUSE RESOLUTION NO.267
Reps. Prestin, Harris, Borton, BeGole, Rigas, Outman, Markkanen,
Alexander, Martin, Neyer, Aragona, DeBoyer, Bezotte, Beson, Johnsen,
Paiz, Rheingans, Conlin, Hill and Mentzer offered the following
resolution:
1 A resolution to declare May 23, 2024, as Stop the Bleed Day in
2 the state of Michigan.
3 Whereas, The “Stop the Bleed” campaign is a national awareness
4 effort to educate people about the importance of bleeding control
5 measures, encourage all Michigan citizens to participate in the
6 initiative, and learn more about the importance of bleeding control
7 measures; and
8 Whereas, Each year, more than 240,000 people die from
9 traumatic injuries sustained as a result of events including motor

1 vehicle crashes, falls, industrial and farm accidents, natural
2 disasters, tragic mass casualty events, and violence; and
3 Whereas, Trauma is the leading cause of death in the United
4 States for individuals under age 44 and the third leading cause of
5 death overall; and
6 Whereas, The most common preventable cause of death in these
7 situations is the loss of too much blood in the minutes before
8 trained immediate responders arrive; and
9 Whereas, Bleeding control is best performed with use of
10 tourniquets or direct pressure within the initial moments of trauma
11 and anyone can be trained to act as an immediate responder to stop
12 a life-threatening hemorrhage. Military experience has proven that
13 bleeding control techniques result in reduced rates of death from a
14 hemorrhage; and
15 Whereas, May 23 is National Stop the Bleed Day. The “Stop the
16 Bleed” campaign is a call-to-action movement intended to cultivate
17 grassroots efforts that encourage bystanders to become trained,
18 equipped, and empowered to help in a bleeding emergency before
19 professional help arrives; and
20 Whereas, Nearly four million people have participated in a
21 “Stop the Bleed” training as of April 2024, learning the skills
22 critical to save a life; and
23 Whereas, Providing Michigan citizens with the best chance of
24 survival includes educating them with the knowledge and skills to
25 perform immediate bleeding control and encouraging public places
26 such as schools, churches, community centers, and businesses to
27 equip bleeding control kits; now, therefore, be it
28 Resolved by the House of Representatives, That the members of
29 this legislative body declare May 23, 2024, as Stop the Bleed Day

1 in the state of Michigan.
