A bill to amend 1979 PA 94, entitled
"The state school aid act of 1979,"
by amending section 11 (MCL 388.1611), as amended by 2023 PA 320,
and by adding section 35m.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 11. (1) For the fiscal year ending September 30, 2023,
2 there is appropriated for the public schools of this state and
3 certain other state purposes relating to education the sum of
4 $17,290,268,900.00 from the state school aid fund, the sum of

1 $124,350,000.00 from the general fund, an amount not to exceed
2 $72,000,000.00 from the community district education trust fund
3 created under section 12 of the Michigan trust fund act, 2000 PA
4 489, MCL 12.262, an amount not to exceed $200,000.00 from the
5 school transportation fund created under section 22k, an amount not
6 to exceed $25,000,000.00 from the school meals reserve fund created
7 under section 30e, and an amount not to exceed $140,400,000.00 from
8 the MPSERS retirement obligation reform reserve fund created under
9 section 147b. For the fiscal year ending September 30, 2024, there
10 is appropriated for the public schools of this state and certain
11 other state purposes relating to education the sum of
12 $18,364,157,800.00 $18,365,557,800.00 from the state school aid
13 fund, the sum of $87,900,000.00 from the general fund, an amount
14 not to exceed $72,000,000.00 from the community district education
15 trust fund created under section 12 of the Michigan trust fund act,
16 2000 PA 489, MCL 12.262, an amount not to exceed $245,000,000.00
17 from the school consolidation and infrastructure fund created under
18 section 11x, an amount not to exceed $125,000,000.00 from the
19 school transportation fund created under section 22k, an amount not
20 to exceed $71,000,000.00 from the enrollment stabilization fund
21 created under section 29, an amount not to exceed $60,000,000.00
22 from the school meals reserve fund created under section 30e, an
23 amount not to exceed $18,000,000.00 from the great start readiness
24 program reserve fund created under section 32e, and an amount not
25 to exceed $215,800,000.00 from the MPSERS retirement obligation
26 reform reserve fund created under section 147b. In addition, all
27 available federal funds are only appropriated as allocated in this
28 article for the fiscal years year ending September 30, 2023 and
29 September 30, 2024.

1 (2) The appropriations under this section are allocated as
2 provided in this article. Money appropriated under this section
3 from the general fund must be expended to fund the purposes of this
4 article before the expenditure of money appropriated under this
5 section from the state school aid fund.
6 (3) Any general fund allocations under this article that are
7 not expended by the end of the fiscal year are transferred to the
8 school aid stabilization fund created under section 11a.
9 Sec. 35m. (1) From the state school aid fund money
10 appropriated in section 11, there is allocated for 2023-2024 only
11 an amount not to exceed $1,400,000.00 to districts and intermediate
12 districts for the purpose of providing training to teachers in the
13 Orton-Gillingham method of instruction for students with reading
14 difficulties described in section 1253 of the revised school code,
15 MCL 380.1253.
16 (2) Notwithstanding section 17b, the department shall make
17 payments under this section on a schedule determined by the
18 department.
19 (3) Funds allocated under this section for 2023-2024 are a
20 work project appropriation, and any unexpended funds for 2023-2024
21 are carried forward into 2024-2025. The purpose of the work project
22 is to provide training to teachers in the Orton-Gillingham method
23 of instruction for students with reading difficulties. The
24 estimated completion date of the work project is September 30,
25 2026.
26 Enacting section 1. In accordance with section 30 of article
27 IX of the state constitution of 1963, total state spending on
28 school aid under article I of the state school aid act of 1979,
29 1979 PA 94, MCL 388.1601 to 388.1772, as amended by 2023 PA 103,

1 2023 PA 320, and this amendatory act, from state sources for fiscal
2 year 2023-2024 is estimated at $19,260,257,800.00 and state
3 appropriations for school aid to be paid to local units of
4 government for fiscal year 2023-2024 are estimated at
5 $17,606,538,000.00.
6 Enacting section 2. This amendatory act does not take effect
7 unless House Bill No. 5135 of the 102nd Legislature is enacted into
8 law.
