A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1166c.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1166c. (1) Beginning with the 2027-2028 school year, each
2 public high school shall offer at least 1 computer science course
3 to pupils enrolled in the public high school, as determined by the
4 district, intermediate school district, or public school academy.
5 (2) The computer science course described in subsection (1)
6 must meet the following criteria:

1 (a) It must be of high quality, as prescribed under this
2 state's computer science standards.
3 (b) It must meet or exceed standards established by the state
4 board of education.
5 (c) Except as otherwise provided in this subdivision, the
6 public high school must make a good-faith effort to offer the
7 course in an in-person setting. If an in-person setting is not
8 feasible for purposes of meeting the requirement under this
9 subdivision, the public high school may offer the course through a
10 virtual or distance-based option. The requirement to make a good-
11 faith effort to offer the course in an in-person setting does not
12 apply to a public high school that operates entirely virtually.
13 (d) It must be listed as an option on the school's catalog of
14 courses, as confirmed by the district, intermediate school
15 district, or public school academy.
16 (3) By not later than the first business day in August 2025,
17 and by not later than the first business day in August of each year
18 thereafter, each public high school shall submit to CEPI a report
19 for the immediately preceding school year that includes, but is not
20 limited to, the following information:
21 (a) The names of computer science courses offered by the
22 public high school, including, but not limited to, the course
23 description, course code, and, to the extent that the information
24 is available, which state computer science standards are covered in
25 the course.
26 (b) Subject to subsection (4), the number and percentage of
27 students who enrolled in each computer science course described in
28 subdivision (a), disaggregated into the following categories:
29 (i) Gender.

1 (ii) Race and ethnicity.
2 (iii) Special education status, including, but not limited to,
3 students who would be considered as special education students
4 under the individuals with disabilities education act, Public Law
5 91-230, or section 504 of title V of the rehabilitation act of
6 1973, 29 USC 794.
7 (iv) English-language learner status.
8 (v) Eligibility for free or reduced-price meals under the
9 Richard B. Russell national school lunch act, 42 USC 1751 to 1769j.
10 (vi) Grade level.
11 (c) If any data required to be reported to CEPI under this
12 subsection is already reported to CEPI, that data is not required
13 to be included in the report described in this subsection.
14 (4) For purposes of subsection (3)(b), if a category contains
15 small cell sizes, CEPI must apply statistical cutoffs and suppress
16 figures that would potentially violate student privacy under
17 federal law when reporting publicly.
18 (5) By not later than October 31, 2025, and by not later than
19 October 31 each year thereafter, both of the following must occur:
20 (a) CEPI shall publicly post on its MI School Data website the
21 data, disaggregated by public high school and aggregated at the
22 state level, from the information received under subsection (3)(a)
23 and (b).
24 (b) CEPI shall publish a list of computer science course codes
25 and names, including, but not limited to, the course names and
26 descriptions for those courses that align with the computer science
27 standards.
28 (6) As used in this section:
29 (a) "CEPI" means the center for educational performance and

1 information created in section 94a of the state school aid act of
2 1979, MCL 388.1694a.
3 (b) "Computer science" means the study of computers and
4 algorithmic processes, including, but not limited to, their
5 principles, hardware and software designs, implementation, and
6 impact on society, and is a study that focuses on teaching students
7 how to create new technologies and not solely the use of
8 technology.
9 (c) "Public high school" means a public school that offers at
10 least 1 of grades 9 to 12.
