A bill to amend 1978 PA 368, entitled
"Public health code,"
(MCL 333.1101 to 333.25211) by adding section 16186b.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 16186b. (1) Beginning June 1, 2025, and not later than
2 June 1 of each subsequent year, the department shall post on the
3 department's website an annual report that includes all of the
4 following information:
5 (a) A list of each state or country from which an individual

1 was granted a license or registration under this article for the
2 year covered by the report on the basis of holding an equivalent
3 license or registration from another state or country, and for
4 which health profession the license or registration was granted.
5 (b) All licensing compacts and multijurisdictional agreements
6 involving health professions under this article of which this state
7 is a part.
8 (c) For every health profession under this article, a list
9 that includes each state and health profession for which an
10 individual may be granted a license or registration in this state
11 if the individual holds a valid license or registration for that
12 health profession in that state and the department determines the
13 requirements for granting a license or registration in that state
14 generally meet the requirements under this article. The list
15 described in this subsection must be provided by the department
16 regardless of whether the department granted a license or received
17 an application.
18 (2) Beginning June 1, 2025, and not later than June 1 of each
19 subsequent year, the department shall review any application
20 received under this article from an individual who holds a valid
21 license or registration from an equivalent licensing board or
22 authority, as determined by the department, in at least 1 other
23 state and submit an annual report to the senate and house of
24 representatives standing committees with jurisdiction over
25 occupational licensing. The report must include all of the
26 following:
27 (a) If there is an impediment to the granting of a license or
28 registration to an applicant described in this subsection, a
29 description of the impediment.

1 (b) If the impediment described under subdivision (a) is due
2 to statute, the statutory change needed to allow the department to
3 grant a license or registration to an applicant described in this
4 subsection.
5 (c) If the impediment described under subdivision (a) is not
6 due to statute, any modifications the department will make to allow
7 the department to grant a license or registration to an applicant
8 described in this subsection.
9 (d) A recommendation on any licensing compacts or
10 multijurisdictional agreements involving health professions under
11 this article into which this state could enter.
