A bill to amend 1984 PA 270, entitled
"Michigan strategic fund act,"
(MCL 125.2001 to 125.2094) by adding section 15.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 15. (1) The fund, in conjunction with the department of
2 licensing and regulatory affairs and the department of treasury,
3 shall investigate the feasibility of developing and operating a
4 virtual small business facilitator created by a third party vendor
5 that does all the following:

1 (a) Through a question-and-answer format, identifies possible
2 legal entities for the conduct of the user's business and assists
3 the user in applying for 1 or more legal entity designations with
4 this state.
5 (b) Assists the user with state compliance issues, including
6 sales tax, use tax, unemployment compensation, and workers'
7 compensation issues, and assists the user in identifying and
8 applying for the appropriate licenses, certificates, and other
9 state government authorizations.
10 (c) Links to other business startup resources in state, local,
11 and federal government to assist the user.
12 (2) The fund shall contract with 1 or more third party vendors
13 to investigate the feasibility of developing and operating the
14 virtual small business facilitator described in subsection (1). The
15 fund shall select 1 or more third party vendors that are able to
16 use the most appropriate technology to make the virtual small
17 business facilitator user-friendly.
18 (3) The fund shall report its findings to the governor and
19 each house of the legislature not later than October 1, 2025.
20 (4) As used in this section, "user" means a user of the
21 virtual small business facilitator described in subsection (1).
