SUMMARY:
Senate Bill 702 would amend the Occupational Code to increase the number of hours of
training required for an individual to be licensed as a cosmetology instructor, a manicurist,
or an esthetician, for individuals that begin training on or after July 1, 2024, as follows:
Profession Current Requirement Proposed Requirement
Cosmetology instructor 500 hours 600 hours
Manicurist 400 hours 600 hours
Esthetician 400 hours 750 hours
MCL 339.1206 et al.
BRIEF DISCUSSION:
According to supporters of the bill, the changes are necessary to align Michigan’s
requirements with a new federal rule set to take effect in July 2024. They stated that without
the bill, students in Michigan will lose access to federal student aid, such as Pell Grants,
for these programs.
Opponents of the bill argued that it will increase the cost and time required to obtain a
license.
FISCAL IMPACT:
Senate Bill 702 would not have a fiscal impact on any units of state or local government.
