A bill to amend 1966 PA 313, entitled
"An act to award tuition grants to resident students enrolled in
independent nonprofit institutions of higher learning; and to make
an appropriation therefor,"
by amending sections 2 and 3 (MCL 390.992 and 390.993), section 3
as amended by 2021 PA 41.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 2. (1) The Michigan higher education assistance authority
2 created by Act No. 77 of the Public Acts of 1960, as amended, being

1 sections 390.951 to 390.961 of the Michigan Compiled Laws, shall
2 administer the grants, which shall must be available to each
3 eligible resident student registered as an eligible undergraduate
4 or graduate student. Priority shall be given The authority shall
5 give priority to full-time students.
6 (2) As used in this act, "Michigan higher education assistance
7 authority" or "authority" means the Michigan higher education
8 assistance authority created in 1960 PA 77, MCL 390.951 to 390.961,
9 or its successor.
10 Sec. 3. (1) Upon application of an eligible resident student
11 who has resided in this state continuously for the preceding 12
12 months, is not considered a resident of any other state, is not
13 incarcerated in a corrections institution, and is registered in an
14 independent nonprofit college or university in this state, as
15 described in section 1, the Michigan higher education assistance
16 authority shall grant an amount as provided for in this act for
17 each semester of attendance. Except as otherwise provided in this
18 subsection, a student is not eligible for a grant for tuition and
19 fees for more than 10 semesters of undergraduate education, or its
20 equivalent in trimesters, or its equivalent as determined by the
21 authority for less than full-time students; for more than 6
22 semesters of graduate education, or its equivalent in trimesters;
23 or for more than 8 semesters in dental education, or its equivalent
24 in trimesters. A student enrolled as an undergraduate during the
25 2020 spring term and the 2020-2021 academic year is eligible for a
26 grant of tuition and fees for up to 12 semesters of undergraduate
27 education, or its equivalent in trimesters, or its equivalent as
28 determined by the authority for less than full-time students.
29 (2) A student must maintain satisfactory academic progress, as

1 defined by the college or university in which the student is
2 enrolled, to remain eligible for the tuition grant under this act.
3 (3) If a student possessing a degree at a given academic level
4 enrolls for a second degree at the same academic level, the
5 authority shall include tuition grants received by the student when
6 enrolled for the previous degree at the same level in determining
7 the student's eligibility under subsection (1).
