SENATE BILL NO. 622

A bill to make, supplement, and adjust appropriations for
various state departments and agencies for the fiscal year ending
September 30, 2024; to provide for certain conditions on
appropriations; and to provide for the expenditure of the
appropriations.

10 PROVISIONS CONCERNING APPROPRIATIONS
11 GENERAL SECTIONS
12 Sec. 201. Pursuant to section 30 of article IX of the state
13 constitution of 1963, total state spending from state sources under
14 part 1 for the fiscal year ending September 30, 2024 is $250,000.00
15 and total state spending from state sources to be paid to local
16 units of government is $0.00.
17 Sec. 202. The appropriations made and expenditures authorized
18 under this part and part 1 and the departments, commissions,
19 boards, offices, and programs for which appropriations are made
20 under this part and part 1 are subject to the management and budget
21 act, 1984 PA 431, MCL 18.1101 to 18.1594.
22 Sec. 203. If the state administrative board, acting under
23 section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount
24 appropriated under this act, the legislature may, by a concurrent
25 resolution adopted by a majority of the members elected to and
26 serving in each house, inter-transfer funds within this act for the
27 particular department, board, commission, office, or institution.

1 Sec. 301. (1) Funds appropriated in part 1 for pathogen
2 enhancement engineering or research whistleblower reward must be
3 used by the department to provide rewards to individuals who report
4 persons illegally conducting pathogen enhancement engineering or
5 research, as described in section 2670 of the public health code,
6 1978 PA 368, MCL 333.2670.
7 (2) Unexpended funds appropriated in part 1 for pathogen
8 enhancement engineering or research whistleblower reward are
9 designated as a work project appropriation. Any unencumbered or
10 unallotted funds shall not lapse at the end of the fiscal year and
11 shall be available for expenditures for projects under this section
12 until the projects have been completed. The following is in
13 compliance with section 451a of the management and budget act, 1984
14 PA 431, MCL 18.1451a:
15 (a) The purpose of the project is to provide rewards to
16 individuals who report persons illegally conducting pathogen
17 enhancement engineering or research, as described in section 2670
18 of the public health code, 1978 PA 368, MCL 333.2670.
19 (b) The project will be accomplished by utilizing state
20 employees or contracts with service providers, or both.
21 (c) The total estimated cost of the project is $250,000.00.
22 (d) The tentative completion date is September 30, 2028.
23 (3) Funds appropriated in part 1 must not be spent or
24 otherwise distributed unless Senate Bill No. 620 of the 102nd
25 Legislature is enacted into law.
