SENATE RESOLUTION NO.78
Senators Moss, Huizenga, Lauwers and Wojno offered the following
resolution:
1 A resolution to condemn the terrorist attacks carried out by
2 Hamas in Israel on October 7, 2023.
3 Whereas, Hamas, a United States-designated foreign terrorist
4 organization, launched a heinous series of coordinated violent
5 attacks by air, land, and sea in Israel on October 7, 2023.
6 Thousands of rockets fired from Gaza fell on Israeli buildings
7 indiscriminately, killing people in their homes and places of work.
8 Armed terrorists on motorcycles engaged in a massive door-to-door
9 slaughter of civilians. Hamas militants stormed Israeli beaches by
10 motorboat. Paragliders descended upon a music festival, where Hamas
11 terrorists mowed down hundreds of attendees with gunfire; and
12 Whereas, The tragic attack on October 7 left at least 1,400

1 dead and 3,400 injured, with many victims dehumanized and paraded
2 on camera, their assailants recording their torture and murder.
3 Nearly 200 people were taken captive, including babies and the
4 elderly, whose conditions are still not known. Among the casualties
5 are Americans, 31 killed and 13 missing, and many other foreign
6 nationals; and
7 Whereas, More Jewish civilian lives were lost on October 7
8 than any single day since 1945. This attack was reminiscent of
9 other instances when Jews have been persecuted throughout history,
10 including the pogroms of the late 19th and early 20th centuries and
11 events during the Holocaust; and
12 Whereas, Michiganders are impacted by the events of October 7,
13 many with direct relations to the dead and wounded. This shared
14 grief and pain must compel residents of our state to demonstrate
15 support, compassion, and care for one another; and
16 Whereas, Hamas’s tyranny does not represent the views or
17 advance the aspirations of the many Palestinians who seek to live
18 in dignity and peace in a region mired in conflict; and
19 Whereas, United States President Joe Biden has publicly stated
20 that “we can’t lose sight of the fact that the overwhelming
21 majority of Palestinians had nothing to do with Hamas and Hamas’s
22 appalling attacks, and they’re suffering as a result as well,” and
23 “It’s also a priority for me to urgently address the humanitarian
24 crisis in Gaza.” United States Secretary of State Antony Blinken
25 has said “the United States and Israel have agreed to develop a
26 plan that will enable humanitarian aid from donor nations and
27 multilateral organizations to reach civilians in Gaza – and them
28 alone – including the possibility of creating areas to help keep
29 civilians out of harm’s way. It is critical that aid begin flowing

1 into Gaza as soon as possible”; now, therefore, be it
2 Resolved by the Senate, That we condemn the terrorist attacks
3 carried out by Hamas in Israel on October 7, 2023; and be it
4 further
5 Resolved, That we affirm Israel’s right to defend itself from
6 Hamas and other terrorists, and to prevent future attacks; and be
7 it further
8 Resolved, That we join the urgent call for Hamas to release
9 those being held hostage; and be it further
10 Resolved, That we urge support for immediate access to refuge
11 for innocent civilians in Gaza who need refuge and call on our
12 federal government to work with our allies to provide humanitarian
13 aid; and be it further
14 Resolved, That we affirm the dignity of all innocent civilians
15 impacted, Israelis and Palestinians, and join the long-standing
16 call for peace in the region; and be it further
17 Resolved, That during this time of international crisis, we
18 stand with all Michiganders who have Israeli and Palestinian
19 cultural, religious, and familial roots, and decry all antisemitism
20 and Islamophobia in our districts, our state, and across the globe;
21 and be it further
22 Resolved, That copies of this resolution be transmitted to the
23 United States Chargé d’affaires for Israel, the President of the
24 United States, the President of the United States Senate, the
25 Speaker Pro Tempore of the United States House of Representatives,
26 and the members of the Michigan congressional delegation.
