SUMMARY:
House Bill 5173 would amend the Public Health Code to require the Department of Insurance
and Financial Services, in consultation with the Department of Health and Human Services, to
develop an informational document on the insurance enrollment process for coverage of
newborns and make the form available to hospitals. Hospitals would have to provide the
document to a parent or guardian of a live child born in the hospital when the child is not
covered under a health benefit plan.

FISCAL IMPACT:
House Bill 5173 would not have any significant fiscal impact on state or local government
units. Under the bill, the Department of Insurance and Financial Services would be required to
develop and make available to hospitals an informational form on the insurance enrollment
process for coverage of a newborn. Hospitals would also be required to provide this form to
certain parents. The costs associated with these activities would likely be minimal and
sufficiently absorbed under current resource levels.
