A bill to amend 1976 PA 451, entitled
"The revised school code,"
by amending section 1538a (MCL 380.1538a), as added by 2007 PA 144,
and by adding section 1538b.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 1538a. (1) A Subject to section 1538b, a teacher
2 preparation institution and its subject area specialty programs
3 shall must be approved by the this state as provided under R
4 390.1151 to R 390.1156 R 390.1153 of the Michigan administrative

1 code. Administrative Code. As provided under R 390.1151 of the
2 Michigan administrative code, Administrative Code, and subject to
3 subsection (3), the teacher preparation program and subject area
4 specialty programs of a state-approved teacher preparation
5 institution are subject to periodic review for conformance with
6 state board standards and procedures.
7 (2) A state-approved teacher preparation institution shall pay
8 the following fees to the department for approval and periodic
9 review under subsection (1):
10 (a) For approval or periodic review of a teacher preparation
11 program, the following:
12 (i) If the college or university of which the teacher
13 preparation institution is part has a total student enrollment of
14 less than 2,000, a fee of $2,000.00.
15 (ii) If the college or university of which the teacher
16 preparation institution is part has a total student enrollment of
17 2,000 or more, a fee of $3,500.00.
18 (b) For approval or periodic review of a subject area
19 specialty program, a fee of $300.00.
20 (3) The department shall not conduct a periodic review of a
21 particular teacher preparation program or subject area specialty
22 program more frequently than once every 5 years. However, if the
23 content standards for a subject area specialty program are revised,
24 the department may conduct a periodic review of that subject area
25 specialty program before the 5-year review period has expired.
26 Sec. 1538b. This state shall not approve a teacher preparation
27 institution as provided under section 1538a unless the teacher
28 preparation institution provides each student enrolled in a teacher
29 preparation program of the teacher preparation institution a course
