A bill to amend 2013 PA 240, entitled
"Michigan state capitol historic site act,"
by amending section 6 (MCL 4.1946).
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 6. (1) The commission shall do all of the following:
2 (a) Subject to subsection subsections (2) and (3), operate and
3 manage the Michigan state capitol historic site.State Capitol
4 Historic Site.
5 (b) Maintain and restore the state capitol building.State

1 Capitol Building.
2 (c) Maintain and improve the grounds of the Michigan state
3 capitol historic site.State Capitol Historic Site.
4 (d) Appoint an individual to manage the day-to-day operations
5 of the Michigan state capitol historic site. State Capitol Historic
6 Site. The individual appointed under this subdivision is an at-will
7 employee and shall serve serves at the pleasure of the commission.
8 (e) Employ staff to carry out the commission's
9 responsibilities under subsection (1) and as otherwise provided by
10 law. All individuals employed by the commission are nontenured, at-
11 will employees. The commission may discipline, transfer, demote,
12 suspend, or summarily discharge an employee.
13 (f) Contract with any person for purposes of procuring goods
14 or services or otherwise carrying out the commission's
15 responsibilities with regard to the Michigan state capitol historic
16 site.State Capitol Historic Site.
17 (g) Make recommendations to the governor, the senate, and the
18 house of representatives regarding funding for the Michigan state
19 capitol historic site, State Capitol Historic Site, including, but
20 not limited to, funding from the fund.
21 (h) Carry out other responsibilities as provided by law.
22 (2) The commission does not have authority and shall not
23 exercise control over the internal decisions of the senate or the
24 house of representatives related to the allocation of space in the
25 state capitol building State Capitol Building or the state capitol
26 building State Capitol Building parking lot, including legislative
27 or staff offices. All decisions concerning space in the state
28 capitol building State Capitol Building and the state capitol
29 building State Capitol Building parking lot shall must be made

1 according to the rules or practices of the senate and the house of
2 representatives.
3 (3) The commission does not have the authority and shall not
4 enact any rule or procedure or take an action to prevent any of the
5 following from carrying a concealed pistol in the State Capitol
6 Building or on the grounds of the Michigan State Capitol Historic
7 Site:
8 (a) An individual licensed by this state or another state to
9 carry a concealed pistol.
10 (b) A member of the state senate or house of representatives.
11 (c) The governor.
12 (d) A law enforcement officer.
13 (e) A retired law enforcement officer.
14 (f) A retired federal law enforcement officer.
15 (4) Any rule, procedure, or action taken by the commission
16 that violates subsection (3) is void.
17 (5) As used in this section:
18 (a) "Law enforcement officer" means that term as defined under
19 section 2 of the Michigan commission on law enforcement standards
20 act, 1965 PA 203, MCL 28.602.
21 (b) "Retired federal law enforcement officer" means that term
22 as defined in section 1 of 1927 PA 372, MCL 28.421.
23 (c) "Retired law enforcement officer" means that term as
24 defined in section 1 of 1927 PA 372, MCL 28.421.
