HOUSE RESOLUTION NO.119
Reps. Rogers, Mentzer, McFall, Wilson, Rheingans, Stone,
Mueller, Schmaltz, Outman, Bezotte, Markkanen, Jaime Greene, Roth,
Hill, Miller, Neeley, Edwards, Coffia, Snyder, Hood, Steckloff,
Byrnes, Coleman and Haadsma offered the following resolution:
1 A resolution to urge the United States Food and Drug
2 Administration to facilitate FDA regulated research on hyperbaric
3 oxygen therapy for the treatment of Traumatic Brain Injury and Post
4 Traumatic Stress Disorder.
5 Whereas, Traumatic Brain Injury and Post Traumatic Stress
6 Disorder, the signature wounds of wars in Iraq and Afghanistan,
7 affect an estimated 877,450 veterans. Both conditions are
8 significant health issues and can lead to increased suicide rates
9 and opioid use among veterans; and
10 Whereas, Michigan has a veteran population of approximately

1 567,919. Of the veterans who were deployed, it is estimated that 20
2 percent suffer from Traumatic Brain Injury and 8 percent will have
3 Post Traumatic Stress Disorder within their lifetimes. Hyperbaric
4 oxygen therapy has been proven safe and effective to treat these
5 conditions; and
6 Whereas, The Food and Drug Administration has cleared
7 hyperbaric chambers to treat a variety of conditions much like
8 these brain wounds, including non-healing wounds, crush injuries,
9 air emboli, burns, severe skin and bone infections, and radiation
10 injury, among others; and
11 Whereas, Hyperbaric oxygen therapy has shown promising results
12 for veterans. Over 7,500 cases in scientific and clinical trials
13 have demonstrated that hyperbaric oxygen therapy helps treat brain
14 wounds. Since 2007, over 750 patients have been successfully
15 treated for Traumatic Brain Injury and Post Traumatic Stress
16 Disorder with hyperbaric oxygen therapy in neurological studies and
17 trials, and over 10,000 veterans and citizens have been
18 successfully treated in private clinics to heal brain wounds that
19 the VA and DOD have been unable to heal. In these studies,
20 hyperbaric oxygen therapy was shown to repair brain tissue, improve
21 quality of life of patients, and reduce suicidal ideation, which
22 will then help military families and communities; and
23 Whereas, It is predicted that treating brain wounds will have
24 a positive economic impact and ensure that our veterans have access
25 to care that addresses the entirety of their needs. Over 109,000
26 veteran suicides have occurred since September 11, 2001, and within
27 the last two decades, the suicide rate increased consecutively for
28 over fifteen years; now, therefore, be it
29 Resolved by the House of Representatives, That we urge the

1 United States Food and Drug Administration to facilitate FDA
2 regulated research on hyperbaric oxygen therapy for the treatment
3 of Traumatic Brain Injury and Post Traumatic Stress Disorder; and
4 be it further
5 Resolved, That copies of this resolution be transmitted to the
6 Commissioner of the United States Food and Drug Administration.
