SUMMARY:
House Bill 4647 would amend the Occupational Code to change the frequency at which the
Department of Licensing and Regulatory Affairs (LARA) is required to inspect barbershops
and barber colleges.
Currently, the act requires barbershops to be inspected at least once a year and each barber
college to be inspected twice a year after the initial inspection required to open the
establishment.
The bill would require the department to conduct these inspections regularly following the
initial inspection.

BRIEF DISCUSSION:
According to committee testimony, the bill is intended to bring the inspection frequency for
barber establishments in line with that for cosmetology establishments (as amended by 2020
PA 20 1) and to allow LARA to more effectively and efficiently allocate its inspectors and
resources.
FISCAL IMPACT:
House Bill 4647 would not be expected to have any appreciable fiscal impact on the
Department of Licensing and Regulatory Affairs.
