SUMMARY:
House Bills 4613 and 4614 would amend the Public Health Code to extend the time for which
a temporary license for a medical first responder, emergency medical technician, emergency
medical technician specialist, or paramedic is valid.
Under current law, an individual who has applied for full licensure in one of those occupations
and submitted the applicable fee, but has not completed the appropriate examination, is eligible
for a nonrenewable temporary license that is valid for 120 days from the date of an accepted
application. The individual is required to practice under the direct supervision of an individual
licensed in the occupation that does not hold a temporary license.
Under House Bill 4613, the temporary license would be valid for one year.
House Bill 4614 would move the requirement to practice under the direct supervision of a non-
temporary licensee to a new section in the Public Health Code.
Neither bill can take effect unless both are enacted.

BRIEF DISCUSSION:
According to House committee testimony, the bills are intended to help address the shortage
of emergency medical workers in the state. Supporters of the bills argue that the current short
time period for completing the requirements for a regular license after leaving school is not
productive and can lead to candidates falling through the cracks or choosing to give up on
attempting to obtain a license. They also stated that the hands-on experience gained under a
temporary license can be invaluable in helping candidates pass the exams required for full
licensure.
The bills together are substantively identical to House Bill 6088 of the 2020-21 legislative
session, except that HB 4614 moves the supervision requirement to a new section.

The bills would not have a significant fiscal impact on state expenditures to the Department of
Health and Human Services (DHHS) or local units of government.
