A bill to make, supplement, and adjust appropriations for
various state departments and agencies for the fiscal year ending
September 30, 2023; to provide for certain conditions on
appropriations; and to provide for the expenditure of the
appropriations.

9 PROVISIONS CONCERNING APPROPRIATIONS
10 GENERAL SECTIONS
11 Sec. 201. Pursuant to section 30 of article IX of the state
12 constitution of 1963, total state spending from state sources under
13 part 1 for the fiscal year ending September 30, 2023 is
14 $18,947,000.00 and total state spending from state sources to be
15 paid to local units of government is $18,947,000.00.
16 Sec. 202. The appropriations made and expenditures authorized
17 under this part and part 1 and the departments, commissions,
18 boards, offices, and programs for which appropriations are made
19 under this part and part 1 are subject to the management and budget
20 act, 1984 PA 431, MCL 18.1101 to 18.1594.
21 Sec. 203. If the state administrative board, acting under
22 section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount
23 appropriated under this act, the legislature may, by a concurrent
24 resolution adopted by a majority of the members elected to and
25 serving in each house, inter-transfer funds within this act for the
26 particular department, board, commission, office, or institution.

28 DEPARTMENT OF ENVIRONMENT, GREAT LAKES, AND ENERGY
29 Sec. 301.(1) The department shall distribute the funds

1 appropriated in part 1 for Lake Mitchell Sewer Authority to the
2 Lake Mitchell Sewer Authority located in Cadillac, Michigan for a
3 wastewater improvement project.
4 (2) The legislature finds and declares that the appropriation
5 in part 1 for Lake Mitchell Sewer Authority is for a statewide and
6 public purpose and serves the health, safety, and general welfare
7 of the residents of this state.
