SUMMARY:
Senate Bill 251 would amend the Motor Bus Transportation Act to remove a requirement that
each bus in a motor carrier’s roster must display the carrier’s primary phone number on both
sides of the bus. The bill also would delete an exception from this requirement for school buses.

BACKGROUND:
According to committee testimony, phone numbers are not required under federal law, which
also prohibits states from having additional vehicle display requirements. In addition, bus
companies are reportedly having to interrupt their operations to field prank calls from people
who see a phone number on the side of a bus and cannot resist.
The bill is a reintroduction of Senate Bill 646 of the 2019-20 legislative session, which was
passed by the Senate and referred to the House Committee on Transportation.
FISCAL IMPACT:
The bill would have no impact on the state or local units of government.
