SUMMARY:
Senate Bill 13 would amend the Michigan Election Law to move the presidential primary
date to February 27, 2024, and the fourth Tuesday in February for all future presidential
election years. Currently, presidential primaries must be held on the second Tuesday in
March.

BACKGROUND:
In December 2022, the Democratic National Committee rules and bylaws panel adopted a
proposal that will allow Michigan to hold its presidential primary election in February of
2024, after South Carolina, New Hampshire, Nevada, and Georgia. (Approval from the full
committee is expected to occur at its February 2023 meeting.) To hold an early primary,
the Democratic National Committee is requiring a law authorizing the date change by
February 1, 2023.
The Republican National Committee has not made any changes to its primary order, and
current rules would reportedly reduce Michigan’s delegate allocation for the 2024 GOP
convention if its primary were held on a different date.

The bill would have no fiscal impact on the state or local units of government.
