25 This bill is reported out by the Joint Standing Committee on Energy, Utilities and
26 Technology pursuant to Resolve 2025, chapter 86, section 2. The bill establishes the Maine
27 Home Energy Navigator and Coaching Resource Hub within the Department of Energy
28 Resources. Through the resource hub, the department must make available standardized
29 training curricula and program materials to support communities in implementing their own
30 energy coaching programs. The bill makes a one-time appropriation of $100,000 in fiscal
31 year 2026-27 to provide funding for the resource hub. The committee has not taken a position on the substance of this bill. By reporting this bill out, the committee is not suggesting and does not intend to suggest that it agrees or disagrees with any aspect of this bill.
