This bill authorizes counties and municipalities to enter into federal bankruptcy proceedings upon exhausting all reasonable alternatives to avoid bankruptcy, a
39 determination by the State Auditor that the county or municipality is insolvent and approval
40 by the county commissioners or municipal officers.
