This bill requires the Department of Health and Human Services to adopt rules to require a substance use disorder treatment facility to ensure that a patient is discharged to the care of a responsible adult as determined by the facility. The bill also requires the Commissioner of Corrections to ensure that, when a prisoner is released, the prisoner is released to the care of a responsible adult as determined by the commissioner.
