28 This resolve directs the Department of Education to create a program to be known as
29 the Maine Promise Initiative. The primary goal of the initiative is to have, by 2030, at least
30
95% of the State's secondary school students graduate from high school in either a 4-year
31 or a 6-year time period. The initiative must include additional 2030 graduation rate goals,
32 including increasing graduation rates for identified populations that are below the 2025
33 graduation rates of the general population of secondary school students. The department
34 is directed to report to the Joint Standing Committee on Education and Cultural Affairs by
35 December 3, 2025. The joint standing committee is authorized to report out a bill to the
36 Second Regular Session of the 132nd Legislature. The resolve includes a one-time
37 appropriation of $100,000 in fiscal year 2025-26 to support the creation of the initiative.
