This bill is a concept draft pursuant to Joint Rule 208. This bill proposes to direct the State to establish a plan to replace, repair and upgrade critical conventional and environmental infrastructure throughout the entirety of the former Brunswick Naval Air Station for the purpose of protecting the health and safety of residents, businesses, nonprofit organizations and the former naval air station's flora and fauna. The bill proposes to identify and establish a state-level funding stream to facilitate the execution of the State's plan. The bill also proposes to provide the Town of Brunswick and the Midcoast Regional Redevelopment Authority any resources and legal authority necessary to facilitate the execution of any planning efforts. The bill also proposes a statutory solution to the fact that the Town of Brunswick, the Midcoast Regional Redevelopment Authority, Bowdoin College, the United States Navy and various developers all own pieces of the storm water system infrastructure at the former Brunswick Naval Air Station. Finally, the bill proposes to harmonize all of the above with ongoing federal and state remediation and safe storage efforts with respect to perfluoroalkyl and polyfluoroalkyl substances, perfluorooctanesulfonic acid and perfluorooctanoic acid, also known as PFAS, PFOS and PFOA, respectively, and other known hazardous chemicals.
