3 SUMMARY
4 This bill is a concept draft pursuant to Joint Rule 208.
5 This bill proposes to enact measures related to the challenges of and opportunities for
6 recycling clean energy equipment such as solar panels, wind turbines and battery energy
7 storage systems in the State. It also establishes a funding mechanism for the Public Utilities
8 Commission to subsidize start-up costs for such recycling.
