Lawton Conservation Loan Program from the Maryland Energy Administration to the Maryland Clean Energy Center; repealing the authority of the Maryland Energy Administration to adopt regulations to implement the Program; and altering reporting requirements for the Maryland Strategic Energy Investment Fund.
