Altering the eligible recipients of certain financial assistance and the housing innovation projects the Department of Housing and Community Development shall prioritize for certain financial assistance under the Housing Innovation Pilot Program; and altering the projects qualifying as eligible to provide services to a priority funding area under the Neighborhood and Community Assistance Program.
