Juvenile Law - Juvenile Justice Reform Council Extension and Grant Funding
This bill (1) extends, to June 30, 2022, the termination date for the Juvenile Justice Reform
Council; (2) requires the council to submit a supplemental report on its findings and
recommendations to the Governor and the General Assembly by October 1, 2021; and
(3) beginning in fiscal 2023, requires the Governor to include at least $2.0 million for a
grant to Roca Baltimore, LLC in the annual budget bill. The bill takes effect June 1, 2021.
Fiscal Summary
State Effect: General fund expenditures increase by $2.0 million annually beginning in
FY 2023. Any additional reimbursement expenses for council members are assumed to be
absorbable within existing budgeted resources. This bill establishes a mandated
appropriation beginning in FY 2023. Revenues are not affected.

Analysis
Current Law: The Juvenile Justice Reform Council, as created by Chapters 252 and 253
of 2019, terminates June 30, 2021. Among other duties, the council was charged with using
a data-driven approach to develop a statewide framework of policies to invest in strategies
to increase public safety and reduce recidivism of youth offenders. The council, chaired by
the Secretary of Juvenile Services, issued its final report in January 2021.
