Public Utilities - Annual Reports
This bill delays the due dates for specified annual reports required of the Public Service
Commission (PSC) and the Department of Housing and Community Development
(DHCD). The delays range from one to two months. The contents of the reports are
unchanged. The bill takes effect June 1, 2021.
Fiscal Summary
State Effect: The bill is administrative in nature and does not materially affect State
finances or operations.
Local Effect: None.
Small Business Effect: None.
Analysis
Current Law: PSC is required to submit various reports to the General Assembly, many
on an annual basis. Those affected by the bill are (1) PSC’s general annual status report;
(2) a report on energy efficiency (in consultation with the Maryland Energy
Administration); and (3) a report on the Electric Universal Service Program (EUSP), which
includes information from the Office of Home Energy Programs in the Department of
Human Services. DHCD likewise has various annual reporting requirements, including the
report affected by the bill related to low-income residential weatherization. However, that
reporting requirement can be satisfied by DHCD requesting that PSC include the required
information as part of its EUSP report and providing the information to PSC.
