The bill authorizes the school committee of the city of Brockton and the Brockton City Council to declare certain land known as "Keith Field" as surplus. Specifically, it allows the school committee to designate a portion of the athletic field and an access and utility easement as surplus, despite existing restrictions in Section 1 of Chapter 99 of the Acts of 1920. The land in question is detailed in plans prepared by Beals and Thomas and Kenneth Conte, which have been recorded in the Plymouth County Registry of Deeds.

Additionally, the bill grants the Brockton City Council the authority to transfer the care, custody, management, and control of the designated land for any lawful municipal purpose, including the ability to sell or otherwise dispose of the property. It also permits the city council to sell or convey the access and utility easement over the specified area. The act will take effect upon its acceptance.
