This license will be granted notwithstanding existing laws that limit the number of such licenses, and it will be subject to the conditions deemed appropriate by the town's licensing authority. The bill also stipulates that the license cannot be transferred to another location but can be granted to a new applicant at the same location under certain conditions, including proof of good standing with the department of revenue and the department of unemployment assistance.

Furthermore, if the license is terminated, not renewed, or otherwise becomes inactive, it must be returned to the licensing authority, which may then reissue it to a new applicant within three years. The license must be issued within three years of the act's passage, and if granted within that timeframe, it can be transferred to a new applicant at any time thereafter. The act will take effect upon its passage.
