The bill allows the Secretary of Administration and Finance, in consultation with the Secretary of Health and Human Services, to transfer up to $15,000,000 from the Prescription Advantage Program and the Health Safety Net Trust Fund to support the Medicare Saving or Medicare Buy-In programs for fiscal year 2026. The Secretary of Health and Human Services is required to provide written certification to the House and Senate Committees on Ways and Means at least a specified number of days in advance of the transfer, detailing the amount to be transferred and the expected savings from the transfer.

For the state fiscal year 2026, the bill certifies that the transfer from the Prescription Advantage Program will be $0, while the transfer from the Health Safety Net Trust Fund will be $11,310,000. This transfer amount is based on the estimated reduction in demand for the Health Safety Net due to changes in Medicare Savings Program eligibility that took effect on January 1, 2020, which allowed more individuals to qualify for MassHealth coverage and federal Part D prescription drug benefits. The Assistant Secretary for MassHealth has requested the initiation of this transfer with the Office of the Comptroller.
